Regional Climate Smart Agriculture Policy Dialogue

“Creating an Enabling Environment for Scaling up Climate Smart Agriculture: The Road to Paris”

                26-28 August 2015

The Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN[1]) is a regional multi-stakeholder policy research and advocacy network. The network engages with targeted constituencies at local and national levels, through its current 17 member countries in Africa. In each member country, the FANRPAN network operates through an inter-sectoral platform called a “node” comprising a diverse group of organizations including research institutes, farmer groups, government, media, parliamentarians, private sector and other civil society organizations that have a stake in Food, Agriculture and Natural Resources (FANR) policies.

The content and discussions of the regional policy dialogue will draw on research from the following CSA focused FANRPAN projects:

Strengthening Policy Advocacy and Research Capacity for Enhanced Food Security in East and Southern Africa – Funded by the Africa Capacity Building Foundation (ACBF), the project seeks to strengthen the capacity of FANRPAN to support development of FANR policies in East and Southern Africa sub-region. One of the key objectives is to enhance the capacity of FANRPAN member countries to undertake advocacy on CSA policy formulation.

Programme on Climate Change Adaptation and Mitigation in the COMESA-EAC-SADC regions – Funded by the Common Market for East and Southern Africa (COMESA),  the programme aims to support the inclusion of Africa’s unified position on climate change into the post-2012 United Nations Framework Convention on Climate Change (UNFCCC) global agreement.

Supporting Smallholder Farmers in Southern Africa to Better Manage Climate-Related Risks to Crop Production and Post- Harvest Handling - Funded by the European Union and the United Nations Food, Agriculture Organisation (FAO), the project seeks to improve and sustain household and national food security in southern Africa through better management of climatic risks by smallholder farmers.

Stemming Aflatoxin pre- and post-harvest waste in the groundnut value chain (GnVC) in Malawi and Zambia to improve food and nutrition security in the smallholder farming families -  Funded by the Platform for African - European Partnership in Agriculture and Rural Development (PAEPARD) , the project seeks to reduce pre- and post-harvest losses by reducing Aflatoxin in the Groundnut Value Chain (GnVC) for improved food and nutrition security of smallholder farmers by addressing main constraining factors of technology dissemination and adoption, knowledge and information sharing, and policies.

The Regional CSA Policy Dialogue presents a unique opportunity for African climate smart agriculture stakeholders to concretize a unified African position on agriculture ahead of CoP 21. The event also seeks to come with strategies of scaling up CSA in Africa.

The objectives of this workshop are:

                1.       To share the synthesis result of CSA policy scoping study results from 15 countries

                2.       To share evidence, and dialogue on issues of domestic climate financing, and adaptation options like the Weather Based Index Insurance

                3.       To solicit policy recommendations for advocating for CSA policies at  regional Level

                4.       Identify opportunities for scaling up CSA at national level

                5.       To chart a way forward on how best to develop synergies among different stakeholders and sectors, with the aim of scaling up and out CSA best practices and technologies under the NEPAD led Alliance for CSA in Africa

                6.       Concretise a unified position on African Agriculture ahead of CoP 21

                Expected Outcomes

Coming out of the Regional Policy Dialogue, it is expected that all FANR stakeholders attending the dialogue will recognize CSA as a ‘best potential way’ to steer agricultural research and development into a new era of global efforts to advance people’s food and nutrition security. Most importantly, FANRPAN hopes to:

                ·         Improve understanding of the potential of CSA in addressing the challenges of food security in the face of climate change

                ·         Identify policy options and innovative approaches for early action to accelerate deployment of promising CSA technologies and, practices with a particular emphasis on strengthening adaptation and application in Africa

                ·         Clear recommendations for Africa’s UNFCCC Negotiators on Africa’s position on agriculture and climate change

                Venue

The Regional Policy dialogue will take place in Lusaka, Zambia at the InterContinental hotel.

PAEPARD Reflection and Learning Workshop, Entebbe, 27-30 April 2015

Date of begining / Date de début : 27.04.2015
Date of end / Date de fin : 30.04.2015
                        Description :

27-30 April 2015. Entebbe, Uganda. Drawing lessons from 5-years’ experience of PAEPARD is critical for the way forward.

This workshop harvested the experiences of the consortia related to the Users'led process of PAEPARD (research steered by the beneficiaries: private sector actors and farmer organisations) and the consortia funded under the PAEPARD Competitive research Fund and the Dutch Applied Research Fund.

Other(s) member(s) / Autre(s) participant(s) : Patrice Sewade Yann Madode Denis Felicite Zulma Andre Tioro MahamadouOuedraogo Kleene Paul Willibrord Maria SavadogoWendwaoga Claude Arsene Nahayo Pierre Claver Vyizigiro Ernest Sindihebura Jean Pierre Gustave Ewole MEDJEME MEDZEME ENGAMA Marie Joseph
                        Follow up / Suivi :

During the project’s Steering Committee meeting (held in Montpellier on April 16th and 17th), which considered a possible new phase of the project, the weakness of the project with regards to publications and documenting the PAEPARD story was highlighted. As a consequence, the process and outcome of this workshop will be documented in detail.

                        Activities:

                        1. Presentation of the survey on Capacity building needs (July-October 2014). This survey highlighted two main issues faced by the consortia: i) the weak implication of the European research stakeholders in the multi-stakeholders partnerships facilitated by PAEPARD, and ii) AIF insufficient support that brought consortia to develop their own facilitating “strategy”. Since that survey the situation changed with the launch of the PAEPARD Competitive research Fund and the PAEPARD Incentives Fund. The PAEPARD Competitive research Fund selected 4 consortia.
                        2. Building a timeline per consortia. Participants identified and began to analysis the breakthroughs achieved and the setbacks/challenges they had achieved so far within the framework of the PAEPARD program.
Participants’ assessment of the workshop was positive as they felt it had enabled them to identify and collectively express the breakthroughs they have achieved and the challenges they are facing within PAEPARD, to learn from this experience and suggest solutions for the way forward. Participants expressed their interest in holding such reflection and learning exercises on a regular basis to allow all PAEPARD members to meet, exchange and reflect on their situation, strengthen their collaboration and ownership of the programme.

Participation of PAEPARD in the European Development Days 2017

                        Date of begining / Date de début : 18.01.2017 - 14:30
Date of end / Date de fin : 08.06.2017
                        Description :

The EDD are organized by DG-DevCo and aim to bring together ideas and bring together development partners in order to influence decision-makers and EC programs on solutions, initiatives and impact devices. Where and how should the EC invest in priority to achieve maximum impact? This year, the central themes for assessing these impacts are:

                        1. Investing in people and the planet

                        2. Investing in the factors of prosperity

                        3. Investing in the factors of peace and partnership

Within each of these themes, and in a transversal way as well, some more key words are given: young people and women are the priorities of theme 1; job creation and digitalisation are the priorities of theme 2; the participatory approach of the private sector in particular is the priority of theme 3.

The EDD gather more than 6,000 participants (in 2016) over 2 days, divided into plenary debates (auditorium with 540 seats) or restricted ones (70 seats), project presentations (70 seats) or brainstorming workshops (40 seats). A global village will host a large number of booths designed to present dynamically and an animated way various development projects. In 2017, the EDD will be hosting an additional session, an EU-Africa Business Forum to prepare for the Africa-European Union summit in Abidjan in November 2017. Registration is available online (click here).

PAEPARD can take the opportunity of these days to give a spotlight on its results and the achievements of its partnerships (e.g. invite some young entrepreneurs), but also to propose an approach in collaboration with other initiatives of platform and systems of innovation in agriculture. Finally, these days could offer PAEPARD, which will end in December 2017, the occasion of a final European event, with the organization in parallel of strategic meetings on the post-PAEPARD.
