ABOUT ANAFE

The African Network for Agriculture, Agroforestry and Natural Resources Education (ANAFE), established in 1993 by 29 African tertiary agricultural institutions, is now composed of 143 member institutions present in 36 African countries. It is registered in Kenya, Tanzania and Niger as an international organization, working on the subject of improving capacity for integration of agricultural education, science and technology.
Therefore, mobilizing regional capacity for enhanced delivery of tertiary agricultural education to contribute more effectively to the improvement of livelihoods, economic growth and environmental sustainability in Africa is ANAFE’s primary focus. This was intended to be achieved through ANAFE’s overall strategy of integration of Tertiary Agricultural Education (TAE) by putting together all TAE educational levels from Certificate to doctoral level and linking them to local communities and farmers.

ANAFE has revised its strategy for 2016-2020 that revised its mission, vision and core values and identified four strategic issues and priorities that are: 1). ANAFE Institutional Strengthening, 2). Enabling Policy and Institutional Environment for Quality Education and Research at national, regional, pan-African and global levels, 3). Business Approaches to Agriculture forestry, agro forestry and the related natural resources and 4). Center of Excellence for training and research in Agriculture, Forestry, Agroforestry and related Natural Resources.

The ANAFE Results Chain for Tertiary Agricultural Education and Development

Long-term Impact:

Poverty in rural areas of Africa alleviated.

Medium-term Impact:

Good performance of the agriculture sector contributing significantly to growth, food security and increased income for smallholder farming households in rural areas of Africa.

Short-term impact:

Improved capacity of African tertiary agriculture education (TAE) institutions, and their faculty, staff and graduates to work with key agriculture and rural development (ARD) sector stakeholders to improve agricultural production, productivity, sustainability, and marketing mechanisms benefiting small-holder farming households in rural areas of Africa.

Outcome: Improved quality, relevance and application of TAE in Africa.

ANAFE’s Strategy for Contributing to the Stated Outcome and Impacts
The strategic approach calls for work on three fronts to simultaneously improve (1) TAE in higher institutions of learning, (2) the context and links of TAE with rural and agri-business development objectives, and (3) the relevance of TAE through applied research and development (R&D) benefiting small-farmer households in rural areas.

The 3-pronged approach is the core of ANAFE’s operational mandate, relating especially to outcome-level achievement. At the same time and importantly, it is recognised there are critical supplementary actions and themes that must be addressed if impacts are to be attained. The 3-pronged approach is thus “surrounded” by strategic focus areas of key interventions related to:

• Advocacy related to policy and enabling environment
• Women and youth in agriculture
• Sound environmental practices
• Adaptation to climate change
• Job creation and Income generation
• Information dissemination and learning
• Quality assurance
• Risk management
• Continual strengthening of the ANAFE network

ANAFE’s Comparative Advantages

With the number of good education and research networks in existence in Africa, the question “Why ANAFE?” is a reasonable one. ANAFE’s comparative advantage stems from many factors together in combination, the principal ones being:

• ANAFE is well established, has a widespread membership base, and has been in existence since 1993.
• ANAFE is pan-African in geographic reach, and has both a broad education and research mandate and agenda,
• Most other education networks focus solely on graduate-level studies and research, whereas ANAFE also emphasises the quality and relevance of undergraduate agricultural education.
• ANAFE does not work with the intention of patching up pressing weaknesses in TAE, but rather with the conviction that it is necessary to strategically transform the whole agriculture education system so it becomes better-positioned to meet and respond to today’s and tomorrow’s development challenges.
• ANAFE relies on a highly decentralised, member-based structure, whereas most other networks because of more limited geographical, thematic or technical mandates operate with highly centralised structures. (ANAFE believes the decentralised approach helps promote appropriate and locally owned solutions suitable to the African context with better probability for sustainability once in place.)
• ANAFE stresses relevance of work through consultation processes and the planning and implementations of interventions that address priorities defined by RAFTs and NAFTs, and are approved by the ANAFE Board.
• ANAFE stresses sustainability of achievements through use of member institutions’ own social capital and financial resources stimulated by externally acquired seed monies.

The ANAFE network, leveraging on the SASACID (Strengthening Africa Strategic Agricultural Capacity for Impact on Development) project and another project known as Universities, Business and Research in Agricultural Innovation ( UniBRAIN) has worked with various stakeholders to develop a curricula framework in Agribusiness for Certificate, Diploma, BSc, MSc and  PhD. Over a hundred lecturers, scientists and private sector partners from over sixty institutions contributed to the development and the revision of the curricula. The curricula are been successfully piloted with four institutions and many more teaching institutions have expressed interest to implement the curricula. A Master of Science curriculum on Risk Management was also developed in 2014 by ANAFE and member institutions have expressed interest to implement it. This proven experience by ANAFE in curriculum development and piloting will come in handy in fast-tracking the achievements of the programme in incorporating business elements in the Agroforestry and Forestry curricula (ANAFE 2012a, ANAFE 2012b, ANAFE 2013).

From 2012 to 2014 within the SASACID programme ANAFE has supporting institutional reforms by working on refocusing agricultural learning and development objectives, developing contextualized learning materials, management of risk and uncertainty curriculum framework, retooling lecturers in pedagogy and strategizing on how best to work more closely with the Private Sector.

Support for post-graduate research

To increase the pool of experts with integrative skills in natural resources, ANAFE introduced a post-graduate fellowship programme, in which, 57 universities were assisted to diversify the content of their postgraduate curricula, specifically to accommodate other disciplines. In addition, ANAFE has awarded over 450 post-graduate fellowships, of which 45 % have been to females. Specific efforts are being made to increase the proportion of women to 50 % or more. This is against a background of only 12-15 % female graduates in the agricultural sub-sectors.
Re-tooling lecturers
To meet the challenge of providing integrative educational materials, research reports and publications are collated and shared with member institutions. In addition, lecturers are trained and can apply for resources and sabbaticals to specifically develop teaching materials and scientific papers on specific topics. Over 300 lecturers attended short courses organized by ANAFE from 2007 to 2016.
